Should Airlines Require Seats For Babies?

A recent news story about a scuffle on an airplane over a noisy child has some people suggesting that required seats for all kids under age 2 might help curb issues with unruly kids on flights. While I do think all kids should have their own seats on a plane, I'm not sure it would help stop seat-kicking, crying or any of the other ways that otherwise well-behaved kids find to horrify us with their behavior in the one place we can't step outside for a quick break. The potential for injury during turbulence is a much better reason to require seats for all children.
