Baby Cookie Monster Toys Recalled

The U.S. Consumer Product Safety Commission recently announced the recall of more than 30,000 Baby Cookie Monster toys that were packaged with Sesame Beginnings DVDs sold at Walmart. I almost bought one of these.
I can’t believe that they would allow a toy with a detachable part to be marketed to children in the first place! Of course it would be recalled! I’ve heard that history repeats itself, but I’m in awe at the amount of actions “undone” by companies in my lifetime thus far! Things come with all of these “guaranteed” and “safety-tested” stickers on them, so what I’m wondering is who in heaven’s name is checking these things?!
